If none of this works i'm not sure what to say.

If both of your profiles are there then you're done however you may need to go into the game to your original profile and race a race or change some paint or wheels and save and quit so that it forces the game to write the save to the hard drive and hopefully it will create that save file in the folder. The save folder should have now been created in that location on the hard drive. If not you could try creating a new proile (don't overwrtie or delete your current profile) and doing a short race or changing paint or wheels and then saving and exiting.

If you have a profile already saved in the game and it's not showing up in the folder then you could try going to driver statistics in the game options and select save then quit out of the game or just alt+tab out and check that location on the hard drive to see if it created a save file. I'm assuming that your save is currently on the Steam Cloud and for some reason its not being written to your hard drive.
